Update AnNa pilot projects

Many AnNa pilot projects - national and common - are substantially progressing. 

Various AnNa pilot projects have been presented to the eMS meetings in 2014 and 2015. During the 14th eMS meeting (25 February 2015) the AnNa common pilot projects on GUI (lead Sweden) and MS Excel sheet (lead Norway) were very welcomed by many EU Member States. EMSA indicated they would consider using the outcome of these AnNa pilots to upgrade its work on the IMP Demonstrator. During the 14th eMS meeting, Italy presented its national AnNa pilot, whereby the Italian Coast Guard and Customs (systems) closely work together. 

The GUI Interface standard is available in the AnNa library: Reportel. The AnNa MS Excel sheet common pilot project will likely be ready June 2015.

MSW2MSW common pilot project. On 17 and 18 February 2015 Latvia hosted the kick-off meeting of the MSW2MSW common pilot project in Riga. The participants were from LV, BE, IT, ES, PT, ES, and SI. See Terms of Reference of the work and the RIX presentation that was given by LV during the meeting.

MIG. On 5 February NL published its national MIG. On 24 February, an AnNa meeting on the MIG took place in Brussels. Participants from SE (chair), NL, BE, ES, PT, SI, and LV. The discussion focussed on:

  • Common elements
  • Terms of Reference
  • Detailed questions and need for progress
  • Governance  (the option to further develop the MIG within the framwork of IMO and WCO has been discussed and will be further explored) 

A MIG Steering Committee and a small group consisting of IT professionals (also dealing with change management issues) have been established. They will start with a common meeting on 22 April in Brussels (AnNa House).  

The AnNa Peer Review Group met for a second meeting on 26 February, i.e. discussed with the AnNa Activity leaders the development of the various pilots - also reviewing Deliverable 9 - Pilot Global features. Before 1 June 17 AnNa pilots will be ready - before 1 Octoiber all 63 pilot projects will be finalized and reported on.

It was felt by the AnNa Peer Review Group a substantial contribution of the AnNa project towards a harmonized EU Maritime SIngle Window development is constituted in most pilots allowing for interconnectivity between the various countries based on the application of the Global Features: - Logical Data Model, GUI, M2M, MIG - B2MSW, Forwarding, Message structure, XML and EDIFACT. 

The current obtacles executing the pilot projects (without any hierarchical order) that will continue to exist are:

  • Governance
  • Security
  • Lack of co-operation between authorities
  • Legal constraints

The AnNa project team was advised to start producing demos of the pilot projects and continue to assess the quality of the pilot projects.
