AnNa Rome Consortium Event assembles 14 countries

The 14 AnNa partner countries met in Rome between 28-30 January to discuss progress and the 2015 AnNa programme.

Before the meeting got started on 28 January various participants in the AnNa Consortium event participated in the eMS 5th subgroup on data mapping meeting in Brussels on 28 January 2015. In their feedback on this meeting it was notoiced that in their discussions with the EC/DG MOVE representatives the DG MOVE representatives had stated to prefer the EU Member States to come up with Directive 2010/65/EU related initiatives in the context of the eMS rather alone or in consultation with each other than through the AnNa project.  


On Activity 1 (Master Plan 2015)

It was agreed that the working group to validate the Interim Master Plan shall start its work beginning March 2015. The working Group members will come from ES, DU, BE, NL, SI, PT and IT – more is possible).  The harmonisation of Part C of Directive 2010/65/EU will be part of the work as well as the newly proposed eMS Single Window Guidelines. Most AnNA partners have already developed their national Single Window Guidelines. 

The Interim Security study of the AnNa project – lead by Italy and based on a questionnaire that was replied on by 7 countries - was approved.  Security recommendation for national MSW will be developed till June 2015.

Activity 2 (Pilot Project)
The Milestone 9 report, Pilot Project Global Features, was approved. Some final comments will be incorporated beginning February and some tables finalized.  The report illustrates how the 14 countries work towards EU harmonisation. The report identifies the incorporation of the AnNa building blocks in the pilot projects of all 14 AnNa partners. It also describes the translation of functional requirements of 2010/65/EU into technical solutions that are all shared by the AnNa partner countries.  It was explicitly agreed that the report should not identify an assessment whether the AnNa countries shall make the deadline of June 2015, as the AnNa project has no role to play in this discussion. 

On the common pilots it was decided to continue with the MSW2MSW pilot (explicitly identified as an AnNa activity in the Commission Decision AnNa project of 2013) and the MIG. The MSW2MSW kick-off meeting will be on 17/18 February in Riga (see events). The next MIG meeting will be held on 24 February in Brussels (AnNa House). The common pilot on standardised Excel sheet will be finalised before 28 February 2015. As it is not clear whether the DG MOVE senior level would appreciate a common AnNa pilot with the SHIP SAN project the AnNa project partners decided to hold this option. As the GUI (Reportel) is an example of a successful AnNa pilot it would be suited for Member States and EC approval as an MSW User Interface Layout document. It could possibly also be developedas a standard to be developed within the regular international standardisation bodies. The same counts for other AnNa Deliverables, like the MIG. 

Activity 3 (Future 2015+)
On 30 January 2015, the first plenary Activity 3 meeting took place. 13 countries participated. The work to be executed is aimed at the development of a list of measures and projects for extended collaboration was identified. The driving force is to  meet the demand of the (global) supply chain. The AnNa partners will commit themselves to execute specific tasks soon. The first phase of the work should be ready by April 2015. Three perspective have been developed: eGovernment, Trade and Customs, and Transport Mode. The meeting took place in the 14 century Palazzo Colonna and was hosted by the CONFITARMA (Italian Shipowners Association). The IT DG Maritime Affairs and Ports, Enrico Pujia, joined the meeting. It was confirmed that close co-operation with industry is essential to get to a satisfactory level of simplification. Some reflections were shared on an EU Member States driven Advisory Group on Maritime eGovernance. 

Activity 4 (Consultation)
A report of the experience of the 14 AnNa countries for the period 2012-2014 is under development, based on inputs of the countries. This should be ready End 2015.  Further, it was agreed that EU stakeholders should be informed on the points of contact in the different EU Members States (was request of the EU stakeholders during the meeting of 21 January 2015). A final event will be organised together with other MoS project, e.g the WIDERMoS project. Greece  will identify whether it can host the meeting – to be determined in a later stage. The working title of the event – in November 2015 – is the “Digital Maritime Agenda.”

Activity 5 (Management)
Much time during the consortium meeting was allocated for administrative and budget issues. It appears the tasks being described by the EC for the AnNa project will be met and the available budget is sufficient.  More details will be developed the coming months as the AnNA project has to account for all its work so far in the Action Status Reporting (deadline 31 March 2015)
