The superb Romanian hosting allowed for 13 AnNa partners and Norway to have a very successful 3th pilot project meeting.

Most Anna countries use the AnNa Interim Master Plan 2015 as guidance to their national implementation efforts, including tender documentation. 

3. State of Play countries

Netherlands:

-       IT company recruited,

-       Intensive collaboration with Customs

-       Data storage is a problem

-       MIG publishing date should be 1 year before entering into force (to allow business to adjust)

-       Port of Rotterdam actively participates

-       Conditions for MSW2MSW have been developed –(this means one of 4 NL pilot projects is read. This requires a special format

Sweden:

-       Implementation based on AnNa deliverables

-       Prototype GUI ready

-       6 instead of 6 pilot projects are executed

-       Good collaboration with other authorities, ongoing discussions with Coast guard and ports

-       MSW2MSW needs reference data

Greece:

-       Tender expected to be published 25 June

-       Integrate MIG, security document and GUI in tender documents

-       Pilot projects expected to start November

-       System should enable interface with current systems

-       Coast guard and ports are involved

-       Identifying the opportunity for a pilot with Cyprus, e.g. on security.

Italy:

-       3 pilots – discussions ongoing also with Customs and Coast Guard

-       Integrate MIG, security document and GUI in work

-       3 ports (Ravenna, Genova and Venice)

-       Middelware will be based on MIELE project

Portugal:

-       2 pilot projects

-       Satisfied with the close co-operation between ports

-       serious problems with AnNa MIG – jeopardizes own system – need some additional discussions.

France:

-       4 pilot projects. Description in French language is done. They need urgent translation

-       Focus on integrating 8 PCS in one webportal. Therefore some technical choices have to be made.

-       The AnNA GUI is interesting to consider

-       A tendering process is ongoing.

-       A MIG is important. Looking for a format to integrate. The AnNa MIG is under scrutiny.

-       Trafic 2000 will be used as Mid Office – kind of extension to national SSN

Slovenia:

-       Need to send in their pilot project descriptions. 5 p[iulots will be conducted: GUI, M2M, Ship reference Base; Security Data and PCS (port of Koper)

-       Tender documents ready by End July. The pilot project descriptions will be ultimately sent buy End June

Cyprus:

-       Tendering is done and award been given

-       Interface with Customs is in the making

-       Identifying the opportunity for a pilot with Greece, e.g. on security.

Bulgaria:

-       Have defined a new pilot project, called MOVER.  Integrating VTS with existing Single Window. Discussions ongoing on exact content of the pilot project

-       Tendering documents should be final end June.

Romania:

-       6 pilot projects have been identified. The preparation for tender are ongoing. It is likely the tender will be published this Summer. Hopefully work can start in October.

Belgium:

-       Current AnNa MIG is very nice piece of work, however will only be implemented after performing a POC with shipping industry. First contacts with major shipping line have been established. GUI looks interesting to be discussed with ports.

-       Solution is combination of various port related PCS and additional systems.

-       Existing Mid Office solutions will be applied

-       Participation in MSW2MSW

Latvia:

-       3 pilots are foreseen. One pilot, WiFi Receiver Station at landsite, is still under discussion with Ministry. AnNa project coordinator will send letter to LV project leader to indicate one receiving station (final perspective is 7 receivers) is eligible for TEN-T pilot project financing.

Spain:

-       All 9 pilot projects are ongoing, according to plan. No major hick-ups.

A business process exercise (Activity 3) will be launched in June supporting also the puilot developments.

Security- Security report - principally agreed. 

GUI - Sweden presents its GUI. It is up for discussion with all countries now. Demo available.

MIG - The MIG can be used as a reference guide or a template. It is flexible and can be made tailor made by the countries themselves. Important to note:

  • Publication and maintenance (for now) to be organized on a national level
  • Discuss/consult with industry
  • Possible EU ownership / Need for legal status
  • Technical documents available as from 1 July onwards.

IMP - more attention should be given to the EMSA `IMP (Integrated Maritime Policy) pilot project. 5 AnNa countries participate and co-operation with EMSA. AnNa – EMSA co-operation has not been achieved. Some features:

  • IMP also provides a GUI
  • not clear whether it involves customs data or not
  • need to engage between AnNa and EMSA, because we cannot afford two options in EU, thus jeopardizing each others work.

Common pilots:

  • MSW2MSW will be started with a ToR Mid June, to be developed by Latvia. It will be identified whether connect and merge with the Regular Shipping Services (lead by Belgium, possible another name to be given RSL Regular Shipping Lines.
  • passenger list was lauched by Norway and warmly accepted by the meeting.  Norway will lead the pilot. ToR Available in library.
